2010 Toyota Prius TPMS Won't Fit In Celica Wheels - Please Help!

My cousin had some old Celica rims lying around in the garage that ended up fitting on my Prius. Took them to the tire shop to have the TPMS swapped over but they shop said they wouldn't fit. Why is that?

The Celica wheels are not drilled for TPMS sensors. That is because TPMS was not mandated until 2008.
