I was at a my tire shop getting some pricing on some new tires, and the tire shop says that I need to replace the valve stems at the same time. It was additional $6 service kit charge. Is this true?

Yes it is a valid charge. Anytime a tire comes off, they should be replacing the valve stem or the hardware.
